A new "sense" of hearing

It’s commonly known that expenses are huge for deaf people. Now there’s a cheaper alternative, which is also leaving out the surgery part.
It’s called VEST. VEST is a harness you wear under clothing. When the VEST gets a signal from your phone – which is mapping sounds – it makes the vest give vibrational output. These vibrations are interpreted by the brain, which makes the deaf hear.
Lots of experiences and events are focused on senses lately. This makes the experience more memorable. The deaf are one example of people who can’t fully enjoy those experiences.
The VEST makes it possible for those people to enjoy life to the fullest without having to go through surgery or make great expenses. Do you think this innovation would work out for the deaf?
